[Locked to Luceti residents]

Approximately three hours ago, the experimental enclosure known as Kin’cora, located in Region Six, was attacked by a cultist army led by the entity known as The General. His forces breached the barrier and began their invasion. Malnosso Security Forces responded in turn and decimated his forces. Just under half of the enclosure's population was killed or taken for sacrifice before the situation was resolved.

By order of the Commandant, the enclosure designated as Luceti has been approved as a temporary refuge for displaced subjects of the Kin’cora experiment. In approximately six hours, subjects will begin to arrive. They will remain there until such a time as they can be moved to more permanent accommodations. Note, the Kin’cora journal system will be deactivated while within the Luceti enclosure.

Cultist activity continues to be high in Region Six. Expect additional supplies to be limited until situation is resolved. Emergency rations will be routed to the enclosure as they become available. Subjects are urged to use current provisions wisely and to cooperate with displaced refugees. For safety purposes the Shift limiting superhuman abilities will be reduced to ten percent. No further details will be made available at this time.

Hello. My name is Pepper Potts, and I'm helping keep track of our food supplies along with Katara and Major Sharpe. We're currently trying to make room to store more essential foods, especially proteins. While no one wants to waste any of the food we have, I hope people will be willing to store less essential foods like desserts in their homes. That way we have a central location for vital supplies.

I'd also like to ask that those of you who have gone shopping recently consider returning some of the food you've taken to the grocery. Dried or canned goods are especially welcome, but anything you can offer to help us bolster our supplies would be greatly appreciated. Please consider the situation we're all in, and what you may be willing to spare.

Or, as an alternative, please use your personal supplies before requesting rations from the store. This leaves as much as possible for the refugees especially, who are coming here with little to nothing.

Excuse me, but I can't be the only one who finds this absurd.

We're being given only six hours to prepare for a flood of people and no estimate as to how many will come over? Do any of them pose a danger? Situations like these can easily lead to rioting due to lacking supplies and food. How safe are we if this General was able to get through their defenses? We aren't even being given any general time frame for how long they have to be here. This is outrageous! How do they expect us to care for so many people when there may not be enough supplies and rations to care for ourselves?!

[she didn't often speak up during these mass announcements, preferring to leave the Malnosso response to those better equipped for conflict...but this was something entirely different.

She knew something about dealing with desperate, potentially hostile people who weren't always willing to trust your help]


I know we've only got six hours, so we probably can't be too accommodating...but if anyone is already starting to sort out available locations for people to go, I'd like to help.

If they're going to be injured or frightened, it might be good to at least try to make sure families stay together, if they have any children with them. And making sure that we don't have any of our people stuck alone with a house of strangers if they can't handle that.

[Elicia comes to mind, still grieving and with only two teens in the house with her. Or Sayo, who wouldn't be able to remember if someone was a threat unless it happened repeatedly. Jilly knows they can't be the only two who might have issues with an influx of strangers]

I know my studio has three bedrooms, so it can probably take 6 people without it getting really uncomfortable. And there's lots of empty apartments like it. Has anyone already kept track of what's open?

[Whelp. There's sullen mumble of curses when Sanji hears this announcement, and oh, there are so many things he could bitch about, but it only takes a few moments before he focuses on one. Time to get to business.]

Seventh Heaven'll be staying open for the refugees, or anyone else who doesn't want to cook during the shortage, but I'll be cutting down on the number of meals everyone can get. [No more than three, he's thinking - covering breakfast, lunch, and dinner. If necessary, he'll haggle with two meals a day.]

Nothing fancy, either - just food that'll feed a bunch of people and last as long as possible.

But I'll need more chefs to keep everything running smoothly. [A gruff sigh] We're down to three right now. That's not enough. So if you've got the time or nothing better to do, I could use the help.

[Damn, and he'll need to get in touch with a food coordinator of some kind, not to mention tracking down anyone willing to help guard his own food stocks. He'll also need to device a simple system to keep track of who has been around for meals and who hasn't.]

Water could become a bigger concern than food, honestly. If it hadn't rained we'd be in worse straights, but as it is if the heat keeps up we can expect a drought and all the troublesome things that come with it.

We'll need to watch out for fires, and reduce water usage. If anyone has ways to find water, get on that ASAP.
