Once we have an idea of how many people are going to be in the village, residents and refugees alike should have a set amount of staple food rationed to them at set times in a set place. This is going to be a very likely place and time for fights to break out, so you'll have to be careful. Inevitably, people are going to look at any stockpile of food and wonder why they're still hungry.
