Approximately three hours ago, the experimental enclosure known as Kin’cora, located in Region Six, was attacked by a cultist army led by the entity known as The General. His forces breached the barrier and began their invasion. Malnosso Security Forces responded in turn and decimated his forces. Just under half of the enclosure's population was killed or taken for sacrifice before the situation was resolved.
By order of the Commandant, the enclosure designated as Luceti has been approved as a temporary refuge for displaced subjects of the Kin’cora experiment. In approximately six hours, subjects will begin to arrive. They will remain there until such a time as they can be moved to more permanent accommodations. Note, the Kin’cora journal system will be deactivated while within the Luceti enclosure.
Cultist activity continues to be high in Region Six. Expect additional supplies to be limited until situation is resolved. Emergency rations will be routed to the enclosure as they become available. Subjects are urged to use current provisions wisely and to cooperate with displaced refugees. For safety purposes the Shift limiting superhuman abilities will be reduced to ten percent. I think I can get my hands on one, but thank you for the offer. [Tony has one too, and hopefully he'll be willing to part with it for a few days.] Has anyone brought up the matter of housing the refugees yet? It might not be a bad idea to keep track of where they're staying too, in case families or friends get separated.

Yes, I can. I also had a building recently constructed here where people can stay. It's an art gallery, so there aren't any beds, but it'll at least be shelter.

We won't just need records of the refugees. We'll need records for everyone in Luceti. Everyone gets rationed, that's the only way this can work.
[She frowned a little, thinking further.]
And I wonder if it would be possible to recruit anyone from the other enclosure to help, so they won't feel like they're just transferring from one prison to another.

Okay, that's probably a good idea. You get set out what we're not using for the people working this morning, it's better if everyone takes it home or eats it now than if it goes to waste. Maybe make an announcement? Because we don't know how long this will last, it's important not to waste anything...

[Katara considers that for a moment.] No, I don't think that's a good idea. It's probably better to ask people to use up their own stores first. But to be honest with you, I feel more comfortable if all the food isn't in one place. We don't know what's going to happen next, it's better if people are willing to use what they have and share then to put all the turtle duck eggs in one basket.

You're right, but it still wouldn't hurt to have the supply for the group bolstered as much as possible. I'm afraid not everyone seems so keen to engage in the sort of moderation we'll probably need. I wouldn't ask for everything back--just what they're willing to spare.
The problem with that becomes guarding what we have, and keeping accurate records of it. More locations means more man power, but if we have the volunteers then by all means. [Because it is smarter; the adage exists for a reason, even if Katara has a unique version of it.]

Nobody's going to be happy to put on rations. That's why I think it's better to encourage the ones who've stocked up to use what they have first.

People from different worlds have different metabolisms - I've seen Luffy clear an entire table without even pausing. If we have a few days of them using what they have before trying to accommodate them out of the general stores, that can only be a good thing.
[She thinks about it some more.]
But asking people to commit to a general storage of food isn't a bad idea. Maybe we can just present both options? Work off what you have or return it?
