Approximately three hours ago, the experimental enclosure known as Kin’cora, located in Region Six, was attacked by a cultist army led by the entity known as The General. His forces breached the barrier and began their invasion. Malnosso Security Forces responded in turn and decimated his forces. Just under half of the enclosure's population was killed or taken for sacrifice before the situation was resolved.

By order of the Commandant, the enclosure designated as Luceti has been approved as a temporary refuge for displaced subjects of the Kin’cora experiment. In approximately six hours, subjects will begin to arrive. They will remain there until such a time as they can be moved to more permanent accommodations. Note, the Kin’cora journal system will be deactivated while within the Luceti enclosure.

Cultist activity continues to be high in Region Six. Expect additional supplies to be limited until situation is resolved. Emergency rations will be routed to the enclosure as they become available. Subjects are urged to use current provisions wisely and to cooperate with displaced refugees. For safety purposes the Shift limiting superhuman abilities will be reduced to ten percent. No further details will be made available at this time.

I know all of you are worried about those refugees floodin' in, but we've got other concerns. The cultists may have been routed by the Mallies, but that don't mean they're gone. Chances are, the Sparties will be following them here. If they can take down one barrier, chances are they can do it again.

So if you ain't makin' food or guardin' it, then we need to make sure we're ready for an invasion. That means places we can put people who can't fight, fortifications, weapons, and scouts on our borders. If there's refugees that can fight, we'll want them ready to fight with us. There ain't any point in us being caught with our pants down.

I'll be ready to suit up at the drop of a hat. The power cap isn't going to make things simple for most combatants around here, though. We need people who don't rely too heavily on special abilities like that.

Exactly. With this many refugees coming in, someone is going to have to keep things in order.

Hope for the best, prepare for the worst--though in this situation, I'm willing to bet more on the "worst" than the "best". We'll be much better off prepared.

Eh... short range quick fighter here. I've got a partner with powers but I don't have much going on. Willing to go where people need me, I think.

I can still manage even with the new power cap. Though I'll likely be restricted to close-range combat.

Have you gotten any ideas as to where we could place non-combatants in case it comes to that? I thought maybe the tunnels, but there's a risk the enemies could just cause a cave in.

I want someone to check out the mountains. I figure that's the best place to put them. Easier to defend, too.

The power cap doesn't make a difference to me. I can handle hand-to-hand combat, and while I have a gun, I'd prefer to avoid using it. Chances are we won't be getting any new ammunition for a while.

Save the guns as a last resort. The cultists don't use them, we we can manage without 'em too.

We... we might have to fight? [Another sinking feeling.] We d-definitely have to make sure that the injured and people who can't fight are looked after and taken somewhere safe.
