[Locked to Luceti residents]

Approximately three hours ago, the experimental enclosure known as Kin’cora, located in Region Six, was attacked by a cultist army led by the entity known as The General. His forces breached the barrier and began their invasion. Malnosso Security Forces responded in turn and decimated his forces. Just under half of the enclosure's population was killed or taken for sacrifice before the situation was resolved.

By order of the Commandant, the enclosure designated as Luceti has been approved as a temporary refuge for displaced subjects of the Kin’cora experiment. In approximately six hours, subjects will begin to arrive. They will remain there until such a time as they can be moved to more permanent accommodations. Note, the Kin’cora journal system will be deactivated while within the Luceti enclosure.

Cultist activity continues to be high in Region Six. Expect additional supplies to be limited until situation is resolved. Emergency rations will be routed to the enclosure as they become available. Subjects are urged to use current provisions wisely and to cooperate with displaced refugees. For safety purposes the Shift limiting superhuman abilities will be reduced to ten percent. No further details will be made available at this time.

Water could become a bigger concern than food, honestly. If it hadn't rained we'd be in worse straights, but as it is if the heat keeps up we can expect a drought and all the troublesome things that come with it.

We'll need to watch out for fires, and reduce water usage. If anyone has ways to find water, get on that ASAP.

They should care if they're really thinking about the safety of those in the enclosures.

[Which, in his opinion, they aren't. But he knows she's right - there is no time to waste on being angered at people who won't listen.]

There's no way to determine yet whether there will be any danger posed, due to lacking information on the refugees. But, even with the shift powered up, I feel as though we're going to get a wave of crime occurring. When provisions are low and population is high, rioting is almost an inevitable conclusion with nothing done.

I call it more of a definite, as we have no way of telling how long this could last. With such a lack of forewarning, I have to wonder if the organization has faith in us enough to care for new residents to the fullest.

The mindset of the refugees should also be taken into consideration. They've been through a traumatic experience; that alone could make their behavior difficult.

Furthermore, we know from drafts and missions that not all enclosures are as well off as this one. At the least, we haven't seen one that's better. They could be uncooperative. To what extent remains to be seen.

Indeed. The groups that have volunteered for peacekeeping seem to be aware of the increased agitation and stress. Other volunteers who come in will need to be brought up to speed on what they will be dealing with, and information on possible threats distributed.

Yeah, I agree. I'm not sure things will sour for sure, but we should prepare for if they do. I'd much rather over-prepare and end up with a bunch of good, honest folk than be caught unready.

...But we also have to be ready to protect them if one of ours starts something too. A spark might not just set the refugees off, after all.

Food riots, overcrowding tensions, and a potential rise in crime? Yeah. I can see where that might cause problems, so we're gonna need to prepare.

And we have to be prepared in case one of our people is in the wrong too.

I think it'd be pretty easy for both sides to jump to conclusions. We're going to have to keep our heads on straight if we're going to make this work. Especially since we don't know who we're dealing with just yet.

I think we should avoid using the clinic as a crash space... they might need the overflow there from the hospital in the Battle Dome. They might need those beds for the wounded, considering they did just get out of a war zone.

But the Rec Center and Barracks being used for extra space if needed is a great idea. If we can get some sleeping bags or something.

Also, we should probably ask volunteers to offer up their spare rooms to house refugees if they're willing.

Well, don't forget, these people come from an enclosure like this one. In a sense, they're not much different than we are. And if they're anything like the people here, most of them are going to be good, if not, reasonable people. If we treat them well, that'll help things.

...That said, we should prepare for the worst. Better to be over-prepared than caught with your pants down.

I would highly prefer that we not do anything that may escalate the situation directly into violence. Katara already mentioned seeking assurance from the refugees; we would also benefit from identifying the more influential in their enclosure.

The power cap doesn't make a difference to me. I can handle hand-to-hand combat, and while I have a gun, I'd prefer to avoid using it. Chances are we won't be getting any new ammunition for a while.
