[Locked to Luceti residents]

[The following message is typed, but an automated computerized voice option is available as well. It will appear on the journal system at around 6AM.]

Approximately three hours ago, the experimental enclosure known as Kin’cora, located in Region Six, was attacked by a cultist army led by the entity known as The General. His forces breached the barrier and began their invasion. Malnosso Security Forces responded in turn and decimated his forces. Just under half of the enclosure's population was killed or taken for sacrifice before the situation was resolved.

By order of the Commandant, the enclosure designated as Luceti has been approved as a temporary refuge for displaced subjects of the Kin’cora experiment. In approximately six hours, subjects will begin to arrive. They will remain there until such a time as they can be moved to more permanent accommodations. Note, the Kin’cora journal system will be deactivated while within the Luceti enclosure.

Cultist activity continues to be high in Region Six. Expect additional supplies to be limited until situation is resolved. Emergency rations will be routed to the enclosure as they become available. Subjects are urged to use current provisions wisely and to cooperate with displaced refugees. For safety purposes the Shift limiting superhuman abilities will be reduced to ten percent. No further details will be made available at this time.

I can help with the record keeping aspect, if you're looking for volunteers there.

It seems we will be in need of quite an amount of record keeping for this. [He frowns at the thought.] Do you have experience with record keeping on computers?

[The question actually makes Pepper grin a bit.] Extensive experience. If it helps, I've been Tony Stark's personal assistant for over ten years, and I was also CEO of his company for a brief period.

[Which only makes sense if this person has met Tony, but it's worth saying.] I don't need a computer, although having one would make things much easier.

...Ah yes, Mr. Stark. [A personal assistant? No wonder the man could afford to be as ... eccentric as he was.]

If a computer would increase our efficiency in this matter, I would prefer we use one; we do not know how many refugees we are expecting, and quick processing would be ideal.

I have a laptop that may be used for this, if there is a need. [He'd never broadcasted its existence before, but it wasn't as if he kept anything of importance on it; the fact that it was a 'gift' from Bil left just enough suspicion not to use it for anything sensitive.]

[That's not an unusual response for her to hear when she points out her connection. So Pepper takes it in stride.]

I think I can get my hands on one, but thank you for the offer. [Tony has one too, and hopefully he'll be willing to part with it for a few days.] Has anyone brought up the matter of housing the refugees yet? It might not be a bad idea to keep track of where they're staying too, in case families or friends get separated.

[He nods slightly at the declined offer, though the journal may not catch it.] The Welcome Center usually maintains records on housing. [But things seemed to be in a state of flux there at the moment...] You are correct, though; records should be kept for where refugees are sent once they arrive.

Will you be able to maintain those records as well, if other volunteers send you updates on the housing situation?

Usually? [Pepper remembers an announcement about the Welcome Center looking for volunteers--and a new head.]

Yes, I can. I also had a building recently constructed here where people can stay. It's an art gallery, so there aren't any beds, but it'll at least be shelter.

{Oh good. Help.]

We won't just need records of the refugees. We'll need records for everyone in Luceti. Everyone gets rationed, that's the only way this can work.

[She frowned a little, thinking further.]

And I wonder if it would be possible to recruit anyone from the other enclosure to help, so they won't feel like they're just transferring from one prison to another.

Absolutely. I was assuming that'd be part of it.

[Pepper pauses, at the suggestion, which is definitely a dangerous one. But part of making this work is showing the refugees that they're trusted, and can be trusted.]

I wouldn't mind that, but you know it poses a greater risk. I'm not a fighter though. [And the ones she knows all have superpowers of some sort.]

That's okay. If it's all right, I'd like you to work with a friendly acquaintance of mine, Major Richard Sharpe. He did some work as a quartermaster, so I was thinking he could be in charge of the distribution and you could be in charge of the record-keeping.

[And he is a big burly man and TALL and a fighter.]

He's a good fighter.

[Pause a beat.]

That's more than alright. My background is in office administration, not emergency response.

[All very good things at this point.]

And that's definitely a bonus.

Pepper Potts. It's...as nice to meet you as it possibly can be, in the circumstances.

You too. [And then Katara starts thinking out loud.]

We're going to need a place to use as a butchery. I'm not sure the supermarket is equipped to deal with it, but it would probably be easier for you if we had all the stores close by.

[Maybe she can get Toph and Korra to make something up before the power cap sets in...]

Absolutely. And easier on whoever ends up guarding the supplies, although that's going to be Major Sharpe's area.

Maybe one of the other stores could be repurposed temporarily?

Maybe. I think the pizza shop is closed now, but that's on the other side of town... I could ask Raine if we could use the back of the school. That might be best.

[Although they'd have a time cleaning it before school started.]

It definitely is in terms of location. Just let me know what you work out?

Don't worry, I will. [A quick smile.] Thanks for volunteering to help. I really appreciate it.

[A little bit later:]

Pepper? It's Katara. I hope things are going all right. While you're taking records of the food and expected population, I'm sorry but I need something else from you. Do you think you can get me an approximation of how much meat we'll need daily to supplement what we have?

[It's a bit longer before Pepper answers again. While the journals have almost all the functionality of a cell phone, she definitely misses her bluetooth.]

As soon as I get an idea of how many people are coming in. Although if you want to get started, I can clear up freezer space for storage.

[At the cost of more frivolous foods like ice cream, but that's an easy choice to make in Pepper's mind.]

[Katara thinks about that for a minute.]

Okay, that's probably a good idea. You get set out what we're not using for the people working this morning, it's better if everyone takes it home or eats it now than if it goes to waste. Maybe make an announcement? Because we don't know how long this will last, it's important not to waste anything...

[That's her experience with Sanji talking.]

If no one takes them, I can put them in the ice pit for now.

I can do that. [She hesitates, considering something else.] Maybe we can ask people who have extra food in their homes to bring it back to the store too. Dry or canned goods especially.

[Things that will last if there are power outages.]

We have an ice pit? I didn't know that.

That's because I just finished making it. I wanted to get it done while we still have the power. It's over by the school. And hmm...

[Katara considers that for a moment.] No, I don't think that's a good idea. It's probably better to ask people to use up their own stores first. But to be honest with you, I feel more comfortable if all the food isn't in one place. We don't know what's going to happen next, it's better if people are willing to use what they have and share then to put all the turtle duck eggs in one basket.

Usually, yes. I do not know who is now heading the Welcome Center, if someone is at this time. Hopefully the volunteers there can supply up-to-date records.

I'll head over there now to get those.
